Sacramento County approves North Highlands apartment project

Here’s something we rarely see in the North Highlands/Antelope area lately; a new ground-up apartment complex project.

The New Green Apartments at Larchmont Village will feature 172 units in three-story buildings located just south of the Food Maxx shopping center, at the intersection of Watt Avenue and Larchmont Drive in North Highlands.

The application highlights that the proposed density, although slightly exceeding County development standards, is justified due to its proximity to the commercial areas around Watt Avenue, Antelope Road, and the Elkhorn Commercial Core, as well as the ongoing demand for housing in the community.

The project is being spearheaded by LCA Architects in Walnut Creek. The property owner, Narinder Singh, is based in Sacramento.

The project will include 60 one-bedroom, 108 two-bedroom, and four three-bedroom apartments, with five different layouts ranging from 759 to 1,522 square feet.

Residents will have access to amenities such as a playground, pool, community clubhouse with fitness center, community kitchen, Wi-Fi lounge, and business center.

While the standard parking ratio for Sacramento County requires 314 spaces, the project will provide 269, benefiting from reductions due to its location within a quarter mile of a transit stop and plans for 27 electric vehicle charging stations.

There is no mention of an affordability component in the project documents or staff report, indicating that the apartments will be rented at market rates.

Reonomy, a real estate information service, lists New Green Properties LLC as the owner of the 6.11-acre project site, with the same address as Singh. The undeveloped property was purchased in 2017 for $615,000.
