Proposal for “Kill Floor” Operation in Elverta Headlines Wednesday’s CPAC Agenda

RIO LINDA – A proposal to establish a small-scale animal slaughter facility, or “kill floor,” on a 20-acre property in Elverta will be the primary topic of discussion at this week’s Rio Linda/Elverta Community Planning Advisory Council (CPAC) meeting.

The meeting is scheduled for Wednesday, January 28, 2026, at 7:00 PM at the Rio Linda Depot Visitors Center on Front Street.

Project Details

The applicant, Bahadur Amiri of “Greenfarm,” is seeking a Use Permit to operate a kill floor at 8645 Palladay Road. The property is currently zoned AR-5 (Agricultural Residential, 5-acre minimum), where such facilities are permitted only with conditional approval.

According to planning documents filed with Sacramento County, the project would involve converting an existing agricultural accessory structure into a functional kill floor.

Operational details provided in the agenda packet include:

  • Volume: The facility estimates slaughtering approximately 2–3 animals per week.
  • Process: Animals would be raised on-site. Customers would select a live animal on the day of slaughter for processing.
  • Hours: Operations would run Monday through Saturday, from 9:00 AM to 5:00 PM.
  • Staffing: The applicant states there will be no outside employees; the facility will be operated solely by the property owners.

County planners note that a valid kill floor license from the California Department of Food and Agriculture will be required for operation.

Site Context

The 20-acre site on Palladay Road sits within the Elverta Specific Plan area and is surrounded by large-lot agricultural residential and single-family residential properties.

Current structures on the property include a manufactured home, an abandoned single-family residence, several agricultural barns, and fenced animal enclosures.

Public Meeting Information

The CPAC serves as an advisory body to the County. On Wednesday night, council members will review the project and public comments before making a recommendation to the Zoning Administrator, who serves as the final hearing body for this request.
