Governor Newsom Issues Executive Order Protecting Homes, Small Businesses from Water Shutoffs

At noon today, In his regular Monday COVID-19 press conference, today California Governor Gavin Newsom and the State Public Health Officer once again announced sweeping closures to public businesses in an effort to stem the tide of rapidly increasing COVID-19 infections.

(Sacramento County had not provided any guidance as of 4:30pm)

Effective July 13, 2020, ALL counties must close indoor operations in these sectors:

  • Dine-in restaurants
  • Wineries and tasting rooms
  • Movie theaters
  • Family entertainment centers (for example: bowling alleys, miniature golf, batting cages and arcades)
  • Zoos and museums
  • Cardrooms

Additionally, bars, brewpubs, breweries, and pubs must close all operations both indoor and outdoor statewide.

Counties that have remained on the County Monitoring List for 3 consecutive days will be required to shut down the following industries or activities unless they can be modified to operate outside or by pick-up.

  • Fitness centers
  • Worship services
  • Protests
  • Offices for non-essential sectors
  • Personal care services, like nail salons, body waxing and tattoo parlors
  • Hair salons and barbershops
  • Malls

“Our trendlines continue to raise caution and concern: Raise in hospitalizations, ICU admissions, and the rate of positivity. We’re moving back into the modification mode of our original stay-at-home order, using a dimmer switch. “

Governor Gavin Newsom

95 people have died over this past weekend due to the COVID-19 virus. The positivity rate is now over 7.7% on 107,000 tests per day. ICU admissions have increased to 59%, a 20% increase over two weeks ago. COVID ICU patients now occupy 16% of ICU beds.

He didn’t include schools in the order, which are scheduled to resume in a few weeks in much of the state. But Monday, the state’s two largest school districts, San Diego and Los Angeles, announced their students would start the school year with online learning only. LA Unified is the second-largest public school district in the country.

The following counties have remained on the County Monitoring List for 3 consecutive days:

  • Colusa
  • Contra Costa
  • Fresno
  • Glenn
