Legal Sideshow in Rio Linda This Saturday

On Saturday August 5th, Evans Towing will hold a sideshow/drift competition at “The Compound” located at 6715 West 6th Street in Rio Linda.

The event will be held from 10am to 6pm.

This is a fully legal, Sacramento County approved and sanctioned event.

The permit was approved by Sacramento County planning yesterday, August 2nd by Chris Pahule, Principal Planner. There are significant conditions and restrictions placed on the permit, limiting the attendance to 100 people total, and requiring inspections by the Community Development Department, the Environmental Management Department, and Metro Fire. The Sacramento County Sheriff’s Department shall determine if on-site security will be required. No loud music is allowed, and Alcohol is banned as well.

Permission is GRANTED to use the subject premises for the following described use:

Side Show Drifting Event
(Pursuant to Zoning Code Section 3.10.2.L)

CONDITIONS OF APPROVAL:

1. This Temporary Use Permit shall either be displayed or be produced upon demand, at the place of business.
2. This permit shall only be valid for the event on August 5, 2017 between the hours of 10:00 a.m. and 6:00 p.m. 
3. There shall be no loudspeaker music above the ambient noise level of adjacent public streets. 
4. All areas dedicated to drifting shall be watered down every two hours during the event to prevent dust. 
5. Parking shall only be permitted in the parking area depicted on Exhibit A and at the designated overflow lot located at 6951 W. 6th Street. 
6. There shall be two dedicated staff members to manage on-site traffic during the event. 
7. There shall be no racing or burnouts permitted in any area aside from the area depicted on Exhibit A. Signage to this effect shall be posted at all exits. 
8. There shall be no alcohol consumption permitted during the event. Signs to this effect shall be posted in conspicuous locations.
9. Event occupancy shall not exceed 100 people. 
10. Obtain any required electrical permits from the Building Permits and Inspection Division of the Community Development Department and call for inspection prior to opening.
11. Sanitary facilities shall be present on-site and in working condition and are subject to approval of the Environmental Management Department.
12. Litter shall be picked up on an ongoing basis during the event. Trash receptacles should not be overflowing. All trash shall be removed from the site each evening of the event.
13. Contact the Fire Marshal of the local Fire District for inspection before opening.
14. The entire site shall be cleared by 8:00 p.m. 
15. Contact the Sheriff’s Department to determine if event will require on site security.

The above use will not be conducted to constitute either a public or private nuisance. All costs incurred by the County to enforce the conditions listed in this permit shall be the responsibility of the permit holder and/or property owner. Infraction citations by Code Enforcement staff could amount to fines ranging from a minimum of $270.00 up to a maximum of $2,700 per citation. Violation of any of the foregoing conditions will constitute grounds for revocation of this permit.

Issues with the last event which took place in June included cars lining the street for parking, and parking on dry grass in an area that doesn’t have fire hydrants. This has been mitigated in the permit by requiring cars to park in designated parking areas only.

Tire smoke, dust and noise has been addressed by requiring the drift area to be watered down every 2 hours, and Code Enforcement will be on hand to make sure noise levels don’t cross approved thresholds. I understand some readers have also contacted the Sacramento Air Quality Management District as well.

After speaking to the Sacramento County Planning Department and County Supervisor Sue Frost’s office, officials at Sacramento County have made it clear to Rio Linda Online that this isn’t an event that they like, and it’s not an appropriate venue or location for this type of event, and it’s not something they want to continue at it’s current location, yet due to the zoning of the wrecking yard there’s no reason to deny the permit.
