CHP NOTES NEW ROADWAY SAFETY LAWS

On April 18, 2020 at approximately 10:20 am, The California Highway Patrol (CHP) received a call of a solo vehicle vs. tree collision on SR-160 southbound, north of Canterbury Rd.

Responding CHP units arrived on the scene and contacted an adult male who was outside the vehicle and was later identified as the driver, Mark Grosvenor of Rancho Cordova.

There were two other occupants in the vehicle, who were unrestrained at the time of the collision and trapped in the vehicle. Grosvenor gave a brief statement of the events leading up to the collision, prior to being transported with the other two occupants to a local hospital with major injuries.

The female party, identified as Sonciera Dejarnette Bomar-Royal, 43, of Rio Linda has succumbed to her injuries and was pronounced deceased at 1:08 pm by hospital staff. The second passenger was later identified as Anthony Jones.

The driver, Grosvenor, was determined to be under the influence at the time of the collision and was placed under arrest at the hospital. Due to the severity of his injuries and in light of COVID-19 protocols, Grosvenor was released to the care of hospital trauma staff with charges pending.

The events leading up to and the cause are still under investigation.

The effect to traffic on SR-160 was minimal and the right lane was closed for approximately one hour for the investigation.

As of April 22, 2020, at approximately 1:00 pm, the California Highway Patrol has placed Mark Grosvenor in custody upon his release from Mercy San Juan Medical Center, he was transported to the Sacramento County Main Jail where he was booked with the following charges; 23153(f) VC, 23153(a) VC, 191.5(a) PC- Manslaughter, 14601.1 VC, 16028(a) VC, 1203.2 PC and 11377(a) H&S.

Mr. Grosvenor is at the Sacramento County Jail awaiting his arraignment.

Any persons who may have witnessed this collision or who can provide any additional information regarding this collision should call Officer Greg Zumstein or Officer A.J.
