Highlights:

Residents of the Rio Linda-Elverta water district probably won’t be surprised to learn about a recall drive in which one district director is targeting another.

Acrimony has long been a defining characteristic of the district. Disputes often keep board meetings running past midnight, and directors and audience members often arguing among themselves.

Such disputes have continued with rival factions of the current board, and that rift is now playing out with Director Vivien Spicer Johnson leading a recall effort against Director Frank Caron.

To get a recall election on the ballot, Spicer Johnson needs to collect signatures from at least 25 percent of registered voters in the district – a total of 2,034. The district would have to pay the county an estimated $65,000 to $85,000 to hold a special election.

Spicer Johnson will have 90 days to collect the signatures once the elections office approves her petition form.

I’d say unbelieveable, but for Vivien Johnson, it’s par for the course.
